Frank
T. Ballesteros, Chief Administrative Officer for PPEP
Microbusiness and Housing Development Corporation (PMHDC),
a US Treasury certified Community Development Financial
Institution (CDFI), has more than sixteen years experience
in managing a successful multi-million loan fund. He
graduated from Northern Arizona University with a Bachelor
of Science in Marketing/Journalism in 1972.
Mr. Ballesteros is a passionate advocate for micro enterprise
development. He believes that this type of development
is a tried and true strategy for alleviating poverty
and providing economic self- sufficiency for low-income
families through self-employment. He has worked tirelessly,
not only for PMHDC but also for national and international
micro enterprise development movement.
As a pioneer in the field, Mr. Ballesteros has provided
special outreach to low-income Hispanics and women-owned
enterprises. He directs the daily operations and all
the activities involved in implementing the CDFI as
a vital part of rural community development. The PMHDC
Fund is capitalized at over $7 million with a $4.7 million
portfolio supporting 236 businesses in six counties
in Arizona. He oversees the supervision of 16 professional
staff with an annual operating budget exceeding $ 2
million. In the 16-year history of the Fund, 2,850 separate
loans (average loan $3,500) have been made with a program-to-date
value of over $12 million. This has resulted in the
stabilization of over 1,200 small businesses and the
creation of over 700 jobs in rural Arizona.
