Technical assistance and
training services are provided by PMHDC Housing Division
to nonprofit and community housing development organizations,
rural governments, owners and developers of farm worker
housing, and private developers of housing for low
income persons, the workforce and special populations
through home ownership or rental projects. Technical
assistance places strong emphasis on capacity building,
organizational development, access to capital, and
strategic program planning necessary to support sustainable
housing and community development activities.
Working with PMHDC Housing
provides integration with the comprehensive list of
services and programs available through the PPEP Network.
Knowledge of local, state and regional resources facilitates
collaboration and capacity building through better
coordination of services, particularly in the colonials
and other small rural communities.
The wide-ranging experience
of PMHDC Housing staff is a significant resource for
community organizations in the development, construction,
management, and financing of housing and community
development projects. PMHDC staff has management
experience from public, private, tribal, and non-profit
organizations and significant knowledge in employing
complex financing strategies using a myriad of federal,
state and private financing sources. This breadth
of experience augments interactions with the boards,
officers and staff of the diverse community and grassroots
groups served by PMHDC. PMHDC staff offers multi-lingual
fluency and provides training in both English and Spanish.
Since 1992, PMHDC provides
technical assistance and training for Community Housing
Development Organizations (CHDO), focusing on development
and operation of housing programs, projects and services
through capacity building, organizational development,
strategic planning and enhancement of financial resources
using private financing leveraged with HOME Program
and other government funding sources.
PMHDC has served since 1994
as the lead agency for the Rocky Mountain/HI Coalition,
a regional collaboration employing funding from the
US Department of Labor in Arizona, Colorado, Idaho,
Montana, Nevada, New Mexico, Utah and Wyoming to provide
emergency housing assistance and development of permanent
and temporary housing serving migrant and seasonal
farm workers.
For fiscal year 2003, the
following results were achieved in five states (Colorado,
Oklahoma, Idaho, New Mexico and Arizona):
1,344 units
of rental and home ownership housing was provided,
with more than 1,000 units under development;
The projects
are leveraging more than $52 million in other funding
to develop and operate the housing;
6,910 farm
workers. and family members were served through the
project.
In 2000, a regional collaboration
led by PMHDC with Colorado Rural Housing Development
Corporation and Tierra del Sol Housing Corporation
in New Mexico was formed to provide technical assistance
on the development of farm worker housing using funding
from USDA. Eight farm worker housing projects are currently
under development in three states leveraging more than
$30,000,000 to build 294 units.
In 2002, a new regional
collaboration was initiated to provide funding from
HUD and technical assistance under the SHOP Program
for homes being built through self-help home ownership
sweat equity programs. 196 new homes will result from
the partnership with Colorado Rural Housing Development
Corporation, Self-
Help Housing Corporation
of Hawaii and Tierra del Sol Housing Corporation in
New Mexico. PMHDC and its Arizona partners have
78 new homes under development at four sites in Arizona
(counties of Cochise, Maricopa, Santa Cruz and Yuma).
