Land and Housing Development Services:

To facilitate land and housing development activities in rural areas, PMHDC will provide direct development services.  

Willcox Heights Subdivision

PMHDC is developing a 5-acre parcel in Willcox for construction of rental housing for farm workers. and for development of self-help home ownership housing.   A partnership with the City of Willcox, the self-help home ownership housing project is receiving assistance through HUD's Self-Help Home ownership Opportunity Program (SHOP), HUD's Rural Housing and Economic Development Program, and USDA Section 502 Mortgage Program.   A total of 55 units will be developed on this site.

The Self-Help Home ownership Housing Program

PMHDC is initiating a self-help home ownership program in Cochise County.  

The Self-Help Home ownership Program is meant to be a resource of last resort for families who desire to become homeowners, but their income is too low to qualify for home ownership using conventional methods.   Families must be willing to commit their personal time, often over the weekends, to build their home with a group of other families.  

The Self-help housing provides a viable alternative to home ownership for very low-income families willing to invest their time and effort into building their own home with a group of families working together to create a new community.   The "sweat equity" contribution offsets the cost of construction for a typical contractor-built home and can provide the family with equity ranging from 15% to 30%.   Very affordable mortgage loans are provided through Rural Development's Section 502 Mortgage Program and other resources that PMHDC has secured for the project. 


PMHDC Housing Staff conduct outreach in Douglas, AZ and explain the Self-Help Housing program to interested individuals and families.

PMHDC provides training on homeownership preparation, financial literacy and credit smart financing.  

The first locations planned for this project are in Willcox and Douglas, AZ.

Future site of the PMHDC Self-Help Housing Project Owner-Occupied Home Repair Program for Patagonia, Tumacacori and Carmen in Santa Cruz County, AZ

There is a substantial need to revitalize the housing stock in rural Santa Cruz County to preserve home ownership that is affordable for low-income persons and special populations.   Through a partnership with the Arizona Department of Housing, PMHDC will renovate eleven substandard owner-occupied homes in Santa Cruz County using HOME Program and State Housing Trust Funds leveraged with HUD's Rural Housing and Economic Development Program.

Applications are being taken now.
